The Barista Mtaani Coffee Act: Empowering Kenyan Youth in the Coffee Value Chain

Preamble

Kenya produces some of the world’s finest coffee, yet most of it is exported, leaving little for local consumption and minimal youth involvement in the sector. The Barista Mtaani Coffee Act is a proposed policy initiative advocating for the right of Kenyan youth to directly purchase green coffee beans from cooperatives and farmers for roasting, brewing, and value addition. This will:

  • Boost Local Coffee Consumption – Encourage Kenyans to drink their own high-quality coffee.
  • Create Youth Employment – Open opportunities in roasting, café businesses, and coffee branding.
  • Increase Farmer Earnings – By cutting out middlemen, farmers get better prices for their produce.
  • Foster Innovation – Young entrepreneurs can experiment with new coffee products and markets.

Key Provisions of the Barista Mtaani Coffee Act

1. Youth Access to Green Coffee Beans

  • Allow registered youth groups, barista trainees, and young entrepreneurs to buy directly from coffee cooperatives and smallholder farmers at fair prices.
  • Eliminate bureaucratic barriers that prevent youth from engaging in coffee trading.

2. Establishment of Community Coffee Roasteries

  • Support the setup of affordable, shared roasting hubs where young people can process green coffee.
  • Partner with county governments and NGOs to provide roasting equipment and training.

3. Barista Mtaani Training & Certification

  • Integrate coffee roasting and business skills into 4K Clubs, TVETs, and youth polytechnics.
  • Offer government-backed certification for young coffee roasters and baristas.

4. “Drink Kenyan Coffee” Campaign

  • Launch a nationwide campaign promoting local coffee consumption in schools, universities, and public offices.
  • Encourage Kenyan brands, hotels, and restaurants to serve 100% Kenyan-roasted coffee.

5. Financial & Policy Support

  • Youth Coffee Fund – Low-interest loans for young coffee entrepreneurs.
  • Tax Incentives – Reduced levies on locally roasted and packaged coffee.
  • Fair Trade Policies – Ensure cooperatives sell at least 20% of their produce to local youth-led businesses.

Why This Matters

  • Kenya consumes less than 5% of its own coffee (We need to move it Upwards to atleast 30%) —most is exported as raw beans.
  • Youth unemployment remains high, yet the coffee sector has untapped potential.
  • Ethiopia and Rwanda have successfully increased local coffee consumption through similar policies—Kenya can too!

Remove a Dealers’s license for buying Kenyan Coffee since we have the technology of building coffee roasters, fabricate them locally we should have a right to buy the green coffee and roast and operate coffee roasting and coffee shops by adding value to coffee. That’s the only way that the youth will be interested in the coffee farming. The Auction should not be the only place to buy green coffee for the local Kenyan Youth. How many Kenyan Youth can afford the dealers license. Coffee Consumptions should be every Kenyan and so should also the coffee value addition.

A Bold Proposal to Break the Coffee Cartels :

Kenya’s coffee industry remains shackled by an outdated system that locks out young entrepreneurs while favoring middlemen and export brokers. The Barista Mtaani Liberation Act demands radical reform:

1. Abolish the Mandatory Dealer’s License for Local Youth

  • Current System: A costly “dealer’s license” is required to buy green coffee, pricing out young Kenyans.
  • Our Solution: Exempt youth-led enterprises (under 35) from this license when purchasing directly from cooperatives or small-scale farmers.
  • Why? If we can fabricate roasters locally, why must we beg middlemen for access to our own coffee?

2. Legalize Direct Green Coffee Purchases from Farmers

  • Auction Monopoly: The Nairobi Coffee Exchange should not be the only legal avenue to buy Kenyan coffee.
  • Freedom to Trade: Allow farmers to sell at least 30% of their harvest directly to local roasters, cafes, and youth cooperatives.

3. Establish County-Based “Coffee Innovation Hubs”

  • Local Roaster Fabrication: Support Kenyan engineers and artisans to build affordable, small-scale roasters for youth enterprises.
  • Training & Certification: Government-backed barista and roasting programs in every coffee-growing county.

4. Mandate 20% Local Coffee Consumption in Institutions

  • Schools, universities, government offices, and public events should serve 100% Kenyan-roasted coffee.
  • “Proudly Kenyan Coffee” branding campaign to shift consumer culture.

5. Replace Cartels with Cooperative-Youth Partnerships

  • Farmers earn more by selling directly to young roasters.
  • Youth gain ownership of the coffee value chain—from bean to cup.

Why This Must Happen Now :

  • The current system kills innovation – Why must a 25-year-old barista pay KSh 500,000 for a dealer’s license while foreign exporters get easy access?
  • Kenya drinks less than 5% of its coffee – Because the system deliberately makes local roasting expensive and bureaucratic.
  • Youth abandon coffee farming – If they can’t profit from value addition, why grow coffee?
